REACH
In 2001, the European Commission published a White Paper on its future chemicals policy. In October 2003, after a consultative period, the Commission produced draft legislative proposals.
For the next three years, the REACH Regulation was discussed by specialist Committees of the European Parliament, the Parliament itself and the Council of Ministers. The industry mounted an intensive lobbying campaign to improve its workability and affordability.
The final regulatory text for REACH was agreed in December 2006. Its provisions began to take effect on 1 June 2007.
REACH is the most radical change in the industry’s regulatory framework for more that twenty years. Its provisions will affect every aspect of the industry and its customers.
Due to the wide-reaching nature of the Regulation it can be extremely complicated and difficult for companies to understand their obligations and comply with REACH.
